Requires violation notices for toll evasion (detected by video/photo surveillance) and red light violations (automated enforcement) to be sent no later than 30 days after the alleged violation date.

Mandates that violation notices include copies of all evidence, material, or similar information relevant to the alleged violation.

Establishes an affirmative defense for alleged violators if the responsible public entity (Illinois State Toll Highway Authority, municipality, or county) fails to comply with notice requirements.

Applies to toll violations on Illinois State Toll Highway Authority facilities and red light violations in Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and their municipalities.

Takes effect immediately upon becoming law.
