Law enforcement officers must record demographic and stop information when issuing traffic citations or warnings, including the driver's name, address, gender, officer's subjective determination of race (categorized as Caucasian, African-American, Hispanic, Native American/Alaska Native, or Asian/Pacific Islander), alleged violation, vehicle make and year, stop date and time, and stop location.

Officers must also record whether consent searches were requested and whether searches were conducted, along with any contraband found, its type, and amount seized during stops.

Law enforcement agencies must compile traffic stop data on standardized forms provided by the Illinois Department of Transportation and submit it by March 1 (for July-December data) and August 1 (for January-June data) each year.

The Illinois Department of Transportation must analyze the data and submit annual reports by July 1 to the Governor, General Assembly, Racial Profiling Prevention and Data Oversight Board, and law enforcement agencies, scrutinizing for statistically significant aberrations including disparities in minority stops, search frequencies, and citation patterns.

Individual driver and officer identification information collected under this section is confidential and exempt from public inspection, with implementation funded through federal highway safety funds; the section is scheduled to expire on July 1, 2015.
