• Amends the Public Utilities Act to require electricity providers to allow meter aggregation for net metering of renewable energy facilities owned or operated by school districts, community college districts, or units of local government under an intergovernmental agreement.

• Electricity providers must apply energy credits as a 1:1 kilowatt-hour credit to all parties to the intergovernmental agreement and carry over excess credits to subsequent billing periods until used or the annualized period ends.

• Electricity providers shall not discontinue meter aggregation as long as the intergovernmental agreement remains in effect.

• Takes effect immediately upon becoming law.
