Creates the Biometric Information Privacy Study Committee consisting of 17 members appointed by legislative leaders, state officials, and the committee chair to represent diverse interests including government agencies, law enforcement, municipalities, and civil liberties organizations.

Committee shall examine use of biometric identifiers, information, and technology by state and local governments in Illinois and report findings to the General Assembly.

Report must include current policies and practices protecting against unauthorized disclosure, best practices for safeguarding biometric data, issues related to collection and retention, and recommendations for uniform biometric safeguards.

Committee must hold public hearings to receive testimony and shall meet at least twice, with meetings conducted by telecommunication where possible to minimize expenses.

Committee members serve without compensation but are eligible for reimbursement of reasonable travel expenses, with final report due to General Assembly before December 31, 2010.
