Amends the Adoption Compensation Prohibition Act to define "prospective adoptive parent" as a person who has filed or intends to file a petition to adopt a child under the Adoption Act.

Allows prospective adoptive parents to pay up to $200 in gifts or things of value to biological parents, and to advance up to $1,000 for reasonable birth parent living expenses without prior court order.

Permits prospective adoptive parents to pay reasonable living expenses of biological parents (lodging, food, clothing) for up to 120 days before expected delivery and up to 60 days after birth, with court approval required for expenses exceeding $1,000.

Allows payment of biological parent attorney fees up to $1,000 without court approval; fees exceeding $1,000 require court review and approval of reasonableness.

Requires prospective adoptive parents to present final accounting of all expenses to the court prior to entry of final adoption judgment, with penalties for incomplete, deceptive, or unauthorized expense disclosures.
