Amends the Juvenile Court Act of 1987 to add a new permanency goal option for abused, neglected, or dependent minors in juvenile court proceedings

Creates permanency goal (H): long-term foster care in an identified, specified, and committed foster home, available only after goals (A) through (G) have been ruled out

Existing permanency goals that must first be ruled out include: return home, short-term care with goal to return home, substitute care pending termination of parental rights, adoption, guardianship transfer, substitute care pending independence, and substitute care due to developmental disabilities or mental illness

Requires the court to indicate in writing the reasons the long-term foster care goal was selected and why all preceding goals were ruled out

Takes effect immediately upon becoming law
