Enacts the Uniform Adult Guardianship and Protective Proceedings Jurisdiction Act to establish jurisdictional rules for guardianship and conservatorship cases involving adults across state lines

Establishes primary jurisdiction in the respondent's "home state" (where they were physically present for at least 6 consecutive months before the petition) or a "significant-connection state" if the home state declines jurisdiction

Allows courts to communicate and cooperate with courts in other states, including holding hearings, obtaining evidence, and taking testimony via deposition or electronic means

Permits guardians or conservators to petition for transfer of proceedings to another state if the incapacitated or protected person relocates, with procedural requirements for provisional and final transfer orders

Enables guardians or conservators appointed in other states to register their orders in Illinois as foreign judgments to exercise authority over the incapacitated or protected person and their property
