Changes the Metropolitan Water Reclamation District's corporate authority from nine trustees to 9 commissioners elected from the same geographical subdistricts as Cook County Board of Review members

Implements phased elections beginning in 2010 (first subdistrict), 2012 (second subdistrict), and 2014 (third subdistrict), with three commissioners elected from each subdistrict

Authorizes cumulative voting allowing each elector to cast 3 votes for one candidate or distribute votes equally among up to 3 candidates, requiring each political party to nominate at least 2 candidates per subdistrict

Replaces six-year terms with a staggered combination of 4-year and 2-year terms starting with the 2010 election

Allows Governor to fill commissioner vacancies by appointment, with appointment duration based on whether 28 or fewer months remain in the term; becomes effective immediately upon passage
