Amends the Illinois Open Meetings Act to allow certain public bodies to conduct meetings simultaneously at multiple locations via interactive video conference with a quorum physically present at one location.

Applies to public bodies with statewide jurisdiction or Illinois library systems with jurisdiction over more than 4,500 square miles; members physically present at all locations count toward determining a quorum.

Requires public notice and public access at all meeting locations and defines "public building" as any building or portion thereof owned or leased by a public body.

Exempts State advisory boards without binding authority from physical quorum requirements for open meetings.

Permits members to attend meetings by video or audio conference if prevented from attending in person due to illness, disability, employment purposes, or family emergency, subject to majority approval and body-adopted rules.
