Amends Illinois Vehicle Code Section 3-809 to permit exempt vehicles to tow another vehicle if the towed vehicle does not exceed 8,000 pounds registered weight.

Towed vehicle must be used exclusively for transportation to and from the work site and cannot carry counter weights or materials related to the exempt vehicle's operation.

Towed vehicle must display proper and current registration plates while being towed.

Maintains existing registration fees of $13 for farm machinery and fertilizer spreaders, and $250 for self-propelled agricultural fertilizer implements.

Exempts vehicles from registration under Section 3-402.A may voluntarily display identification plates without waiving exempt status or becoming subject to registration requirements.
