Eliminates the requirement for voters to declare party affiliation when voting at primary elections in Illinois, effective January 1, 2010.

Provides that primary voters receive ballots from all established political parties nominating candidates but may cast a ballot for only one party, except voters may cast ballots for both a statewide party and a local party established within a political subdivision on the same election day.

Applies the open primary voting rules to both in-person primary voting and absentee primary voting, with instructions for absentee voters to discard unwanted party ballots.

Includes provisions for marking a space on the primary ballot to indicate which party the voter is supporting, with procedures to determine which votes to count if a voter submits ballots from multiple parties.
