Adds Section 47 to the Day and Temporary Labor Services Act to regulate the location of day and temporary labor service agencies in municipalities with more than 1,000,000 inhabitants

Prohibits day and temporary labor service agencies from operating within 1,000 feet of school buildings, school property, Boys and Girls Club buildings, or Boys and Girls Club property

Exempts agencies that registered with the Department of Labor before January 1, 2008 and received an occupancy permit for such locations before January 1, 2008

Defines "school" as public or private pre-school, elementary school, or secondary school

Prevents home rule units from adopting location regulations for day and temporary labor service agencies that are inconsistent with state regulation under this Section
