Amends Section 1-111 of the Illinois Pension Code to establish investment restrictions for Downstate Police and Downstate Firefighters retirement systems and pension funds.

Prohibits these retirement systems or pension funds from acquiring securities issued by any employer of employees covered by Article 3 or 4 retirement systems, including themselves, if the aggregate fair market value of such employer securities would exceed 10% of the system's total asset fair market value.

Maintains existing 10% limitation for other retirement plans while expanding the restriction to cover employer securities across multiple systems under Articles 3 and 4.

Takes effect immediately upon becoming law.
