Amends the Public Utilities Act by deleting Section 8-406(c), which prohibited construction of new nuclear power plants in Illinois until the U.S. Government identified and approved a method for high-level nuclear waste disposal or the General Assembly specifically approved such construction by statute.

Removes the definition of "high level nuclear waste" from the statute.

Takes effect immediately upon enactment.
