Amends the Illinois Highway Code to allow municipalities in counties with populations between 500,000 and 3,000,000 to spend Motor Fuel Tax funds on routine maintenance without prior Department of Transportation approval.

Permits expenditures on routine maintenance activities including snow plowing, street cleaning, crack-sealing, and road patching, as well as routine roadway resurfacing that grinds off surface courses but does not reconstruct more than 20% of the road bed.

Requires qualifying municipalities to adopt an ordinance electing to participate, employ a full-time engineer or licensed professional engineer, comply with bidding requirements under the Illinois Municipal Code, and submit annual certifications and audits to the Department.

Municipalities failing to comply with requirements or submitting unacceptable audits are barred from using this alternative procedure for 5 years unless the Department approves earlier participation.

Takes effect immediately upon becoming law.
