HB0878 - Sport Shooting and Training Range Act

• Creates the Sport Shooting and Training Range Act, declaring state preemption over regulation of firearms and ammunition use at sport shooting ranges, including environmental effects of projectile deposition.

• Requires the Illinois Environmental Protection Agency to distribute EPA guidance on environmental best management practices to range owners by January 1, 2010, and provide technical assistance upon request.

• Mandates range owners and operators implement environmental stewardship plans with situation-appropriate environmental management practices by January 1, 2011.

• Grants immunity from lawsuits by the state, local governments, and private parties to range owners, operators, employees, lenders, and insurers for claims related to projectiles if they made good faith efforts to comply with the Act.

• Requires withdrawal of all pending state and local government claims against ranges within 90 days of enactment; prohibits municipalities and counties from zoning or rezoning property to eliminate or cease operation of existing ranges unless the owner consents.
