• Eliminates the requirement that voters declare party affiliation when voting at primary elections in Illinois.

• Provides that primary voters shall receive ballots from all established political parties nominating candidates but may cast a ballot from only one political party.

• Creates an exception allowing voters to cast ballots in both a statewide political party primary and a local political party primary on the same election day, provided they do not vote in both parties' primaries for offices in the same political subdivision.

• Applies the same open primary procedures to both in-person and absentee voting at primary elections, with absentee voters instructed to discard ballots they do not intend to cast.

• Takes effect January 1, 2010.
