Requires the State Board of Elections to develop and implement a pilot project allowing voter registration up to and including election day in one selected Illinois county.

State Board shall establish criteria for selecting which county and election will participate in the pilot project.

Suspends Election Code provisions that would otherwise prohibit same-day voter registration for pilot project participants.

Authorizes State Board to spend available election administration funds to cover extraordinary costs incurred by the participating local election authority.

Requires State Board to report pilot project results and recommendations to the General Assembly upon conclusion and to adopt implementing rules.
