• Prohibits the University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, and Northern Illinois University from restricting faculty and staff political displays.

• Allows faculty and staff to display political buttons, stickers, or patches while on university property, with the exception that faculty members in instructional settings may only display such items if relevant to the subject of instruction.

• Permits employees to attend partisan political rallies provided they are not on duty at the time.

• Allows employees to display partisan bumper stickers on their personal motor vehicles.

• Extends the same political display protections to community colleges under the Public Community College Act.
