Amends Section 28-6 of the Illinois Election Code regarding public questions submitted to voters.

Removes the population restriction of "more than 1,000,000 inhabitants" from municipalities, allowing any municipality of any size to submit public questions to voters in less than all precincts.

Allows municipalities to submit questions concerning contiguous territory within but not coextensive with the municipality, provided petitions are signed by registered voters meeting the threshold requirements (8% through 2008 elections, 11% thereafter).

Public questions authorized under this section remain advisory only with no legal effect from adoption or rejection.

Exempts petitions filed pursuant to Article IX of the Liquor Control Act of 1934 from these provisions.
