Amends the Election Code Section 28-7 to reduce the minimum petition signature requirement for local public questions from 10% to 8% of registered voters in the governmental unit.

Changes the signature threshold calculation to be based on "the number of registered voters who voted in the most recent gubernatorial election" rather than total registered voters.

Allows public questions to be initiated either by the governing body through resolution or by petition filed with the clerk or secretary of the governmental unit.

Maintains existing provisions that referenda on the same proposition cannot be held more than once in any 23-month period, except for home rule unit elections which are limited to once per 47-month period.
