Reduces the minimum petition signature requirement for local public questions from 8% to 6% of total votes cast for gubernatorial candidates in the preceding gubernatorial election.

Eliminates the tiered signature requirement system that previously set different thresholds (8% for 2008 elections and 11% for 2009 and later elections).

Applies the 6% requirement uniformly to petitions for local questions in municipalities, townships, counties, and school districts.

Maintains the 6% threshold for petitions concerning contiguous territories within municipalities with over 1,000,000 inhabitants.

Does not affect petitions filed pursuant to Article IX of the Liquor Control Act of 1934.
