Amends Section 11-1404 of the Illinois Vehicle Code to require both operators and passengers on motorcycles, motor driven cycles, and motorized pedalcycles to wear helmets meeting Federal Motor Vehicle Safety Standard No. 218.

Mandates that all helmet wearers also be protected by glasses, goggles, or a transparent shield to protect the eyes.

Defines acceptable eye protection as shatter-resistant glasses or sunglasses, goggles that protect from front and sides without obstructing peripheral vision, or transparent shields (either windshields or protective face shields).

Explicitly prohibits contact lenses as acceptable eye protection devices.
