Eliminates the 21-day time requirement for commercial vehicle lessors to provide leasing agreements to the Illinois Toll Authority in order to avoid liability for toll evasion violations on leased vehicles.

Transfers liability for toll evasion violations to the lessee when the lessor provides a copy of the written lease agreement to the Toll Authority.

Requires leasing agreements to include a provision informing lessees that they are liable for all tolls and toll evasion fines, and mandates lessors post a sign at the leasing counter notifying lessees of this liability.

Specifies that leasing agreement copies submitted to the Authority must contain the lessee's name, address, driver's license number, vehicle check-out and return dates/times, license plate number, and vehicle make and model.

Takes effect immediately upon becoming law.
