Amends the Illinois Vehicle Code to clarify commercial driver's license (CDL) requirements and out-of-service order violations for commercial motor vehicles.

Adds new subsections (b-3) and (b-5) to Section 6-507 establishing separate prohibitions and disqualification periods for driving commercial motor vehicles or transporting passengers/hazardous materials when subject to out-of-service orders.

Creates new subsection (c-10) waiving CDL requirements for drivers of commercial vehicles transporting propane winter heating fuel or responding to pipeline emergencies when compliance would prevent immediate emergency response as defined in federal regulations.

Increases civil penalties under Section 6-524 from $10,000-$11,000 maximum to $25,000 maximum for various CDL violations, and establishes a minimum penalty of $2,750 for out-of-service order violations.

Modifies disqualification periods in Section 6-514(i) to require 2 years (instead of 1 year) for second convictions of out-of-service order violations within a 10-year period.
