Extends the repeal date of the Professional Engineering Practice Act of 1989 from January 1, 2010 to January 1, 2020.

Adds telecommunications to the list of business operations whose employees are exempt from professional engineering licensing requirements when performing work related to their employer's products or services.

Expands the definition of "professional engineering practice" to include additional activities such as land development, stormwater management, environmental risk assessments, remediation systems, and indoor air quality investigations.

Permits the Department to grant the title "Professional Engineer, Retired" to licensed engineers who relinquish or do not renew their licenses, and allows retired engineers to request restoration to active status under applicable provisions.

Increases the maximum civil penalty for violations from $5,000 to $10,000 per offense and modifies the definition of "technical submissions" to clarify what documents constitute professional engineering work products.
