Creates the Office of the Condominium Ombudsperson within the Department of Financial and Professional Regulation, effective July 1, 2009, to provide education, training, and dispute resolution assistance for condominium issues.

Ombudsperson shall maintain a statewide toll-free number and website providing information on condominium law, dispute resolution resources, and annual analysis of legal changes affecting condominiums.

Every condominium unit owners' association must pay an annual fee to the Ombudsperson, starting at $3 per unit with a maximum of $10 per unit, adjusted annually based on operational costs.

Board members of condominium associations must certify within 60 days of taking office that they have read the condominium instruments and the Condominium Ombudsperson Act.

Creates the Condominium Ombudsperson Fund as a special state treasury fund to receive and use association fees exclusively for administering the Act; the Act expires July 1, 2012.
