Requires law enforcement officers to record specific information when issuing traffic citations or warning citations, including the driver's name, address, gender, race, alleged violation, vehicle information, stop date/time, location, and officer identification.

Mandates recording of whether consent searches were requested during stops and whether searches were conducted, along with any contraband seized during traffic stops.

Requires law enforcement agencies to compile collected data using a standardized form provided by the Illinois Department of Transportation and submit it by March 1 and August 1 each year.

Directs law enforcement agencies to perform internal reviews of collected data and immediately remedy any patterns of behavior by officers that constitute evidence of racial profiling.

Removes the July 1, 2010 repeal date, making the traffic stop statistical study data collection requirements permanent rather than temporary.
