Amends the School Code section 10-20.12a regarding tuition charges for non-resident pupils attending school district schools.

Allows school boards to determine whether tuition exemptions apply when pupils become non-resident during a grading period or school term (rather than only during a school term).

Exempts pupils from tuition charges for the remainder of the grading period or school term in which they become non-resident, except high school seniors who began as residents but become non-resident during their graduation year remain exempt from tuition for the entire school year.

Maintains existing tuition caps at 110% of the per capita cost of maintaining district schools based on the preceding school year's average daily attendance.

Takes effect July 1, 2009.
