Amends the Environmental Protection Act to establish statewide Cross-connection Control Program requirements for all units of local government providing potable water through public water supply systems.

Requires each unit of local government to adopt active cross-connection control programs including biennial surveys of water distribution systems, ordinances at least as stringent as the Illinois Plumbing Code, record-keeping systems, annual device inspections, and customer education materials.

Establishes enforcement schedule for non-residential customers with specified penalties including $100 per day per backflow assembly for violations, $1,000 per day for tampering with backflow devices, and $50 reconnection fees after water shutoff.

Requires water suppliers to provide annual compliance reports to customers and conduct public education campaigns about cross-connection hazards, with educational materials developed for statewide distribution.

Limits home rule authority by prohibiting municipalities from implementing cross-connection programs inconsistent with state requirements and exempts the mandate from state reimbursement requirements; effective immediately.
