Defines "populated area" as territory within and 5 miles outside the boundaries of any city, village, or incorporated town with 50,000+ population; "non-populated area" means all other territory.

Increases maximum speed limit for vehicles over 8,000 pounds from 55 mph to 65 mph outside urban districts in non-populated areas.

Sets bus speed limits at 55 mph in populated areas and 65 mph in non-populated areas on highways with 4+ lanes and divided roadways; 55 mph on all other roads.

Restricts Department of Transportation authority to alter speed limits on access-controlled highways to only populated areas, where heavy vehicles cannot exceed 55 mph.
