Reduces the distance threshold for mandatory free school transportation from 1.5 miles to 1 mile from school for students in various school district types.

Allows school boards to charge fees for optional transportation of students living less than 1 mile from school, with charges not exceeding actual costs including vehicle depreciation.

Extends free transportation requirements to students attending charter schools and nonpublic schools who reside at least 1 mile from school and live on regular bus routes.

Updates reimbursement provisions for custodians of qualifying pupils, changing the distance measurement from 1.5 miles to 1 mile for determining eligibility for transportation expense reimbursement.

Becomes effective July 1, 2009.
