Amends the Sex Offender Registration Act to require retroactive registration for persons convicted of sex offenses before the effective date who were not previously required to register, with 5 days to comply after the effective date.

Persons unable to comply because they are confined, institutionalized, or imprisoned in Illinois must register within 5 days of discharge, parole, or release.

Removes or modifies prior date restrictions (such as January 1, 1996 or June 1, 1997) that had limited which older convictions required registration, making registration requirements apply to offenses committed before those dates.

Establishes that persons newly subject to registration under this Act who are not adjudicated sexually dangerous persons or sexual predators must register for 10 years (rather than for life) from the effective date.

Persons who become subject to registration and have previously been registered under this Act or similar laws in other jurisdictions must register for natural life.
