Adds Section 7.5 to allow the Illinois Dental Board to review emerging scientific technologies (including laser treatments) and adopt rules requiring appropriate training for dental hygienists and assistants using these technologies under dentist supervision.

Amends Section 16 to require dental hygienists to provide proof of current cardiopulmonary resuscitation certification at license renewal, with CPR training hours counting toward continuing education requirements.

Adds Section 17(11) to define teeth whitening as a dental practice act, including taking impressions and on-site application of teeth whitening materials and procedures.

Amends Section 49 to remove references to social security numbers in denture identification requirements, requiring only patient names be marked on complete dentures and removable dental prostheses.
