Amends the Open Meetings Act definition of "Meeting" to include gatherings conducted by video conference, audio conference, telephone call, electronic mail, electronic chat, instant messaging, or other contemporaneous interactive communication methods.

Clarifies that a "Meeting" requires a majority of a quorum for most public bodies, but only a quorum for 5-member public bodies to constitute a meeting when discussing public business.

Specifies that for 5-member public bodies, 3 members constitute a quorum and 3 affirmative votes are necessary to adopt any motion, resolution, or ordinance unless a greater number is required.

Excludes Metropolitan Enforcement Group (MEG) Policy Boards established under the Intergovernmental Drug Laws Enforcement Act and any combination of law enforcement agencies established to enforce state penal laws from the definition of "Public body" subject to open meetings requirements.

Takes effect upon becoming law.
