Expands Medicaid eligibility to cover uninsured individuals screened and referred by the Department of Public Health who need diagnostic evaluation or treatment for prostate or testicular cancer

Defines "uninsured" as those without creditable coverage under HIPAA or who have exhausted insurance benefits for prostate or testicular cancer care

Exempts assets from eligibility consideration and requires only a Social Security number to qualify; coverage continues as long as treatment is needed for cancer cure or palliation

Prohibits the Department from placing claims against deceased recipients' estates or liens against property for those receiving services under this provision

Updates statutory references from the "Partnership for Long-Term Care Act" to the "Illinois Long-Term Care Partnership Program Act"
