Authorizes the State Board of Elections to impose fines for failing to timely report large contributions, with penalties ranging from 10% to 100% of the unreported contribution amount.

Establishes factors the Board must consider when determining fine amounts, including whether the violation was inadvertent, negligent, knowing, or intentional; the number of days late; and past violations.

Removes language limiting the $10,000 threshold requirement to only contributions received between election periods, making it apply to contributions of $10,000 or more received at any time.
