Eliminates in-person absentee voting procedures from Illinois Election Code by repealing Section 19-2.1.

Changes early voting period to extend through the Monday before an election (previously the 5th day before).

Requires absentee ballots to be counted at central ballot counting locations rather than at multiple voting sites.

Removes references to in-person absentee voting from procedures for Direct Recording Electronic Voting Systems and ballot requirements.

Maintains existing absentee voting by mail and establishes signature verification procedures for mailed ballots within 2 days of receipt.
