IL HB1091

Amends the Criminal Code of 1961 by modifying the definition of "terrorist act" under Section 29D-10 to include any act that interrupts or interferes with agricultural production, agricultural research, or agricultural equipment for purposes of disrupting or influencing consumer confidence or agricultural production methods through intimidation or other means.

Adds new definition of "agricultural equipment" to mean any implement, machinery, real or personal property, building, or structure used in production, growing, harvesting, or housing of agricultural products, including laboratory and research equipment used to test, develop, or analyze agricultural production processes.

Establishes definitions for related agricultural terms including "animal feed," "contagious or infectious disease," "processed food," and "raw agricultural commodity" to clarify scope of agricultural terrorism provisions.

Defines "endangering the food supply" as knowingly bringing contagious or infectious animals into Illinois, exposing animals to disease, delivering infected poultry under production contracts, introducing insect pests, or exposing food products to contaminants or disease, with exceptions for bona fide research facilities and standard agricultural practices.

Makes applicable the Correctional Budget and Impact Note Act in relation to potential increased incarceration resulting from the expanded terrorism statute.
