Establishes a pilot program for mail-in voting in the 2010 general primary election in one county with population less than 3,000,000 selected by the State Board of Elections.

Election authority must mail ballots to all registered voters between 5-40 days before the election with postage prepaid, marked "DO NOT FORWARD - ADDRESS CORRECTION REQUESTED."

Voters must complete a certification on the ballot envelope attesting they marked the ballot in secret, fold the ballot, seal it, and return it by mail or personal delivery to an authorized person.

Ballots received by 7:00 p.m. on election day are counted by tally judges at the election authority office, with signature verification against voter registration records and procedures for rejecting invalid ballots.

State Board of Elections must adopt rules and procedures within 270 days and report to General Assembly on the problems and successes of the mail-in ballot program; implementation costs are exempt from state reimbursement mandate requirements.
