Amends the definition of "clean construction or demolition debris" to include material with contaminants not exceeding "area background" levels as defined in Section 58.2 of the Environmental Protection Act.

Requires the Environmental Protection Agency to develop a special authorization program for clean construction or demolition debris fill operations accepting urban soil or debris from the Chicago metropolitan area or Metro-East area, known as CCDD urban facilities.

Mandates the Agency grant interim authorization to CCDD urban facilities within 30 days of the effective date, subject only to demonstration that material acceptance will not adversely impact existing groundwater.

Requires the Agency to propose rules to the Pollution Control Board within 30 days and the Board to adopt permanent rules within 12 months, including procedures to ensure no adverse impacts to groundwater.

Takes effect immediately upon becoming law.
