Requires the Illinois Department of Corrections to enter into a Memorandum of Understanding with U.S. Immigration and Customs Enforcement to establish a "Rapid REPAT" program allowing early conditional release of deportable aliens to their home countries.

Authorizes the Prisoner Review Board to hear and decide all requests for release of prisoners subject to immigration detainers filed by the Department of Homeland Security, Immigration and Customs Enforcement.

Allows offenders with a final deportation order, less than one year remaining on their sentence, and not serving time for forcible felonies or crimes against persons to be released to ICE custody by the Prisoner Review Board.

Requires the Board to condition early release on ICE assurances that deportation orders will be executed promptly and that released offenders will not be released from ICE custody except through deportation.

Provides that if a released offender illegally returns to the United States, the Board shall revoke parole or supervised release and the offender must serve the full remainder of their sentence, with time in ICE custody credited toward the remaining term.
