Creates the Local Government Road Salt Purchase Reimbursement Fund as a special fund in the State Treasury to provide grants to eligible local governments in northeastern Illinois.

Eligible recipients are counties, municipalities, townships, and road districts that participated in the Department of Central Management Services bid process and entered contracts for road salt for the 2008-2009 winter season at rates exceeding the regional average cost per ton.

Grant applications must be submitted within 150 days of the bill's effective date, with grant amounts equal to the difference between the contracted price and the regional average cost for the tonnage allocated to each entity.

Transfers $14,500,000 from the Fund for Illinois' Future to the Local Government Road Salt Purchase Reimbursement Fund to finance the grants.

Remaining funds in the Road Salt Purchase Reimbursement Fund are returned to the Fund for Illinois' Future after all 2008-2009 winter season grants are awarded, and the Road Salt fund is dissolved.
