Establishes the Natural Resources Congress to propose actions protecting, conserving, and appropriately using Illinois' natural resources while balancing private property rights and economic viability.

Natural Resources Congress composed of 70 delegates elected through regional caucuses in the Department of Natural Resources' 5 administrative regions and 48 delegates invited by the DNR Director to represent organizations, totaling 118 delegates who serve without compensation.

Congress must establish bylaws and recommendations requiring a two-thirds vote from members; recommendations must detail impacts on recreation, natural resources, economy, agriculture, business, and property rights.

Creates Natural Resources Council comprised of directors/secretaries from Agriculture, Commerce and Economic Opportunity, Natural Resources, Transportation, Environmental Protection Agency, Public Health, and Historic Preservation Agency to receive and act on Congress recommendations.

Congress must convene at minimum every 3 years after initial meeting and submit initial recommendations to the Natural Resources Council by December 31, 2009; Department of Natural Resources provides organizational and staff support.
