• Creates the Internet Service Provider Anti-Child Pornography Law as a new Article XXIII in the Public Utilities Act

• Requires the Illinois Commerce Commission to mandate that all ISPs serving Illinois customers implement software to block transmission of child pornography by comparing file hash values against a registry

• Directs the Commission to select a nationwide law enforcement agency to maintain a continuously updated registry of hash values for files verified as child pornography under Illinois Criminal Code sections 11-20.1 and 11-20.3

• Specifies that ISP software must compare files during web searches, email attachments, and peer-to-peer file sharing activities, blocking matches and displaying a warning screen while allowing non-matching files to proceed

• Grants ISPs immunity from liability under this Article if they make a good-faith effort to comply with requirements
