Eliminates the rebuttable presumption that possession of multiple copies of the same child pornography material indicates intent to disseminate.

Makes possession of more than one copy of the same child pornography film, videotape, or computer depiction a Class X felony with mandatory imprisonment of 9 to 40 years.

Maintains existing Class 1 and Class 3 felony penalties for other child pornography offenses involving production, distribution, and simple possession.

Requires presentence psychiatric examination for defendants convicted of second or subsequent child pornography violations within 10 years of a prior conviction.

Mandates sealing of all sexually explicit evidence depicting victims or witnesses upon case conclusion, with unsealing only permitted for good cause shown and court approval.
