Requires a 10% election day audit of all votes cast for statewide, countywide, federal races, and municipal/political subdivision races with over 50,000 registered voters, conducted by election judges at polling places and central counting locations.

Mandates independent parallel election tabulation and audits (PETA) for every race and proposition in every election, with contracts awarded to public accounting firms selected by an independent election audit committee at least 45 days before election day.

Establishes audit reporting requirements including initial results within 72 hours and operational reports within 21 days, with consolidated reports published within 24 hours and made publicly available online for at least 60 days.

Requires optical scan and direct recording electronic voting systems to meet federal voting system standards from the Election Assistance Commission and pass testing by approved independent testing authorities before State Board approval.

Allows election authorities using only direct recording electronic voting systems to provide paper ballots for early voters who request them.
