Amends Section 11-1426.1 of the Illinois Vehicle Code to standardize references to "street, highway, or roadway" regarding neighborhood vehicle operation.

Prohibits persons operating neighborhood vehicles from making direct crossings upon or across freeways, tollroads, or interstate highways in Illinois.

Requires operators of neighborhood vehicles to possess a valid Illinois driver's license issued by the Secretary of State.

Eliminates a previous exception that allowed crossings at traffic-light or 4-way stop controlled intersections on state highways with speed limits of 35 mph or less.

Maintains existing requirements for neighborhood vehicle equipment (brakes, steering, lights, reflectors, mirrors) and operation restrictions on streets with posted speed limits exceeding 35 mph.
