• Mandates each election authority contract with independent public accounting firms to perform parallel election tabulation and audits (PETA) for every race and proposition, with firms required to be certified by the federal Election Assistance Commission and post performance bonds of $1 per registered voter.

• Establishes independent election audit committees in each jurisdiction composed of political party representatives, election authority appointees, and experienced election judges to oversee RFP preparation and auditor selection at least 120 days before elections.

• Requires optical scan and direct recording electronic voting systems to meet federal voting system standards from the Federal Election Commission or Election Assistance Commission and be tested by approved independent testing authorities.

• Allows election authorities using only direct recording electronic voting systems to provide paper ballots for early voters who request them.
