Replaces all references to "Director" with "Secretary" throughout the Illinois Landscape Architecture Act of 1989.

Reduces the response time requirement for providing information to the Department from 60 days to 30 days, with failure to respond becoming grounds for discipline.

Increases maximum fines for violations from $1,000 to $10,000 per violation.

Authorizes the Department to deny or revoke licenses for persons who default on state-provided educational loans or scholarships, or who are more than 30 days delinquent in child support payments as certified by the Department of Healthcare and Family Services.

Adds tax violation compliance as grounds for disciplinary action and clarifies the definition of "address of record" for licensees.
